WHAT'S CHANGING

  • One Group template and submission process

  • Clearer decision documentation

  • Stronger governance and approvals

WHAT STAYS THE SAME

  • Justification for no competition

  • Value for money and clear records

  • Procurement advice and guidance

WHY THE CHANGE?

The Group is facing significant financial pressures. Early engagement with Procurement helps identify the right route to market and reduces the need for waivers. Where a waiver is required, it must demonstrate value for money and provide a clear, documented justification. A single Group process strengthens oversight, accountability and the audit trail, aligned with the Procurement Act 2023.

Use a waiver only where goods or services cannot be competitively sourced and there is a valid, documented justification.
